387. Hon AMBER-JADE SANDERSON to the
parliamentary secretary representing the Minister for Health:
I refer to subclause 35.1(k) of the
Midland Health Campus services agreement, which allows the state to disclose
commercial-in-confidence information ''to the extent required in order
to demonstrate the overall financial benefit of or value for money in relation
to, the Project''. Parts (i) to (v) of this subclause provide five
discrete pieces of information that are specifically included.
(1) What is the range and aggregate
of ceiling and floor discounts referred to in part (i)?
(2) What is the
aggregate average expected dollar and percentage difference between the amount
paid by the state to the operator for the services and the state's cost
of providing the equivalent services at benchmark hospitals referred to in part
(ii)?
(3) What is the
expected annual total amount paid by the state to the operator for the
performance of services referred to in part (iii)?

(1) Nil to date
in relation to the services agreement. There have been facility variations
totalling $433 608 paid to 31 March 2015. However, these variations are in
accordance with the design and construction agreement, not the services
agreement. There have been no approved service variations, expansion works,
compensable contamination or compensable intervening events under either
agreement.
(2) The public
sector comparator is $6 268 756 000 and the private sector delivery cost is $4 960
040 000.
