I refer to the ‘Putting the Public First’ Economic Audit Committee report of October 2009, and in particular to recommendation 36 which was to 'lift the freeze on Attraction and Retention Benefits (ARBs) while maintaining and enhancing the current controls and the high level of scrutiny being applied to decisions concerning ARBs', and I ask -
(1) Has the following milestone, revise Approved Procedure seven to give effect to this recommendation and identified opportunities for improvement (July 2010), contained in recommendation 36 been achieved?
(2) If no to (1), why not?
