I refer to the two cell watch house at the Collie Police Station that was officially opened by Police Assistant Commissioner Gary Dreibergs in February 2014, and ask: (a) what was the total cost of the project and who completed the works; (b) what improvements were made to the old facilities; (c) has there been any need for adjustments or repairs to the new watch house; and (d) given that the average winter minimum in Collie sits around 5 degrees Celsius with many winter recordings of below 0 degrees Celsius, can you explain why no heating is available in the two cell watch house at Collie?

(a) The total cost of the project was $0.51 million.  The works were completed by Devlyn Constructions Pty Ltd.
(b)  The scope of works included the following:
upgrade of one non-compliant cell;
upgrade of charge room (detainee dock, charge desk and finger print bench);
CCTV system upgrade to new IP system - including recording system and monitors in charge room and general office; and
minor modifications to the breath and interview rooms to improve functionality of the custodial area.
(c) There have been no significant defects reported.
(d) Police holding cells rely on a combination of natural and mechanical systems for thermal comfort.  Collie Police Station cell area relies on conditioned air being drawn into the cells from the station corridor and charge room. This is supplemented by the supply of blankets in cold weather.
