(2) See attached table. The Department of Justice advise where fixed start dates are unavailable, an estimated date has been provided. (3) The Department of Justice advise the majority of work has been awarded on a project basis and the total number of hours performed is unavailable. (4) The Department of Justice advise yes. (5) The Department of Justice advise the process undertaken to award those contracts was: a) For communication strategy and implementation for the proposed State Administrative Tribunal (line 18 on the spreadsheet attached), the contract, DoJ contract number 1958/2003 [novation of contract], was awarded to Mills Wilson Media Consultants after the key consultant working on that project, Ms Sinclair, moved to Mills Wilson Media Consultants from Ward Holt Public Relations, which had held the original contract. The expertise of this key consultant was deemed critical to the SAT project and, therefore, approval was granted by the State Supply Commission to novate the contract to Mills Wilson. Due to delays with the project, the period for this contract was then extended (DoJ contract number 2045/2004) on a ‘sole provider’ basis. Approval was granted by the State Supply Commission. b) For writing services to the value of $2,376 (line 54 on the spreadsheet attached), the work was awarded by the then Director of Court Services.
