The Report on Consultants Engaged by Government for the six months ending 30 June 2023 notes a payment of $76,573 to Deloitte and $182,878 to PWC for hydrogen related consultancies. Can the Minister advise: (a) How the work in these consultancies was different to the work undertaken by Acil Allen, Merz, PWC, JDR, Thomas Halton, Johnson Infrastructure, Johnstaff and Vision Environ as reported in the two previous six-monthly reports on consultants engaged by Government; (b) Were draft and or final reports provided by Deloitte and PWC to Government; (c) If so, when; (d) Can a copy of the draft and or final report be tabled: (i) If not, why not; (e) What were the recommendations from these two consultancies: (i) Have they been accepted by Government; (ii) If so, what are the cost and time implications; and (iii) If not, why not; (f) As part of their work did Deloitte and PWC consult with Acil Allen, Merz, PWC, JDR, Thomas Halton, Johnson Infrastructure, Johnstaff and Vision Environ regarding their work on the hydrogen industry: (i) If so, when and in what capacity; and (ii) If not, why not; and (g) Was any of the work undertaken by Acil Allen, Merz, PWC, JDR, Thomas Halton, Johnson Infrastructure, Johnstaff and Vision Environ on the hydrogen industry made available to Deloitte and PWC: (i) If so, how and when; and (ii) If not, why not?

(a-g) Deloitte was engaged to provide services to support a refresh of Western Australia’s Renewable Hydrogen Strategy and provided two reports in 2024. The work undertaken by PWC was the continuation of a work stream undertaken by PWC in the two previous six-monthly reports for which a report was provided in 2023. Both the Deloitte reports and PWC report contain commercial in confidence information. ACIL Allen was engaged to provide specialist advice on potential use cases for renewable hydrogen in the State’s economy.
Recommendations were used to develop Western Australia’s Renewable Hydrogen Strategy 2024-2030 and the Governments priorities in hydrogen industry. Recommendations are in relation to ongoing work.
Deloitte and PWC identified and consulted with numerous stakeholders or other entities as part of their work.
