I again ask the question that I asked the minister yesterday. I am led to believe that when the Aboriginal and Torres Strait Islander Commission transferred its management responsibilities of the Goodabinya community to the Meta Maya Regional Aboriginal Corporation, a comprehensive upgrade was instigated for the Goodabinya community under the management support program. I am also led to believe that the management support program’s budget for Goodabinya was in the vicinity of $1.2 million, and that the final upgrade came in far in excess of the original estimate. Will the minister please advise the House - (1) What was the final cost under the management support program to upgrade the Goodabinya block? (2) How many tenants are actually living on this block? (3) How much rental is being received from this block? (4) What are the current water rates for this block? (5) Who is currently administering and/or managing this block? (6) What action, if any, is being taken to transfer the title of this block? (7) If a transfer of title for this block has been applied for, in whose name has this application been made? Hon NICK GRIFFITHS

I thank the member for some notice of this question. (1) The Department of Housing and Works provided a grant of $1.495 million to Pipunya Community Incorporated over a five-year period from July 1997 to June 2000 to participate in the management support program. The management support program in Marble Bar also incorporated the Goodabinya community up until June 2001, when the transfer of the management and land occurred. The grant was not disaggregated to the two discrete communities and was acquitted in accordance with the rules of the management support program’s grant conditions. The source of the funds was a combination of the Commonwealth-State Housing Agreement and internal funding sources, such as operating revenue and sale of property proceeds. (2)-(4) Not applicable, as the Department of Housing and Works is not responsible for the management of Goodabinya. (5) Pilbara Meta Maya Regional Aboriginal Corporation. (6)-(7) See (2)-(4).
