I refer to the
substantive and unacceptable backlog of victim compensation claims within the
Office of Criminal Injuries Compensation, and the significant impact these
process delays are having on innocent victims' lives and livelihood, and I ask: (a) what is the median process time from a
victim’s lodgement of claim to payment of compensation to a victim’s bank
account; and (b) since 1 January 2023, how many victim's claim payments are made: (i) within 3 months of lodgement; (ii) between 3 and 6 months of lodgement; (iii) between 6 and 9 months of lodgement; (iv) between 9 and 12 months of lodgement; (v) between 12 and 15 months of lodgement; (vi) between 15 and 18 months of lodgement; and (vii) over 18 months from lodgement?

(a) Between 1 January 2023 to 24 September 2024, the median process time from a victim’s lodgement of claim until the date the award of compensation is granted was 7 months. When an award is made, the applicant is sent an Award Acceptance Form which must be signed and returned to the Office of Criminal Injuries Compensation, providing the details of the account to which the payment should be directed. Upon receipt of the completed Award Acceptance Form, the Office of Criminal Injuries Compensation then transmits the information to the Department of Justice which processes the payment into the applicant’s financial institution for depositing into the applicant’s bank account. Consequently, the Department is unable to provide information on the duration of time from the date of the award of compensation to when payment is made to a victim’s bank account without a manual examination of 7,856 claims.
