ROE HIGHWAY STAGE 8 — CONSTRUCTION CONTRACT
— STOCK ROAD INTERCHANGE
769. Ms R. SAFFIOTI to the Minister for
Transport:
I refer to the announcement made by
the Premier today that the variation to the Roe 8 contract to include the Stock
Road interchange will be signed in the next few weeks.
(1) When was the last time the minister tested the
market in relation to the price of the Stock Road interchange?
(2) Did the
minister seek advice from any government agency on the appropriateness of
awarding a $110 million project outside the Roe 8 contract without going back to
the market; and, if yes, will the minister table that advice?

(1)–(2) We
are very lucky that the current market is quite good for contracts. In fact,
the price we have for the interchange has been tested because we actually have two
prices. We will obviously be picking the lower one. That is why $110 million is

Ms R. Saffioti : When did you last test
it?
The SPEAKER : That is enough!
Ms
R. Saffioti : That was the question.
Mr
W.R. MARMION : Mr Speaker, I am answering the question.
The
SPEAKER : The minister has been on his feet for only 30 seconds. Carry on.
Mr
W.R. MARMION : I have taken advice from Main Roads Western Australia, which
is the expert in this area. I am not the expert; Main Roads is. It is an
alliance contract, and Main Roads is actually —
Ms
R. Saffioti : So you haven't tested the market?
The
SPEAKER : That is enough!
Mr
W.R. MARMION : Main Roads is part of the alliance contract. It is involved
in the contract day-to-day. It has engineers —
Ms
R. Saffioti : When did you last test the market?
The
SPEAKER : Member for West Swan, I call you to order for the first time. You
can ask a supplementary if you want.
Mr
W.R. MARMION : The member for West Swan has no idea how contracts are run—no
idea at all! The member for West Swan has never run a contract in her life.
Several members interjected.
Mr
W.R. MARMION : We are getting a very good price!
Several members interjected.
The
SPEAKER : Member for West Swan, that is enough!
Several members interjected.
The
SPEAKER : Thank you, member for Cannington!
