DEPARTMENT OF HEALTH — ENTERPRISE BARGAINING AGREEMENTS
931. Hon AMBER-JADE SANDERSON to the minister representing
the Minister for Health:
I refer to the enterprise bargaining
agreements for WA Health–employed doctors and nurses, which expired on
30 June, and who were required to have a new agreement in place by September–October.
(1) Has the
government agreed to the request for nurses to have a one-year rollover of
their existing contract?
(2) Can the
minister provide an update on the progress of these negotiations?
(3) Will both
agreements be subject to the government wages policy of no increases above CPI?
(4) If
finalisation of the new EBAs for doctors and nurses respectively is not
imminent, will the government guarantee that the existing EBA will remain in
force and that no further negotiations will occur during caretaker mode?

(1) I am advised
that no such request has been made.
(2) The Department of Health and the Australian
Nursing Federation have met on five occasions since the expiry of the
agreement. The department attempted to commence negotiations in April 2016;
however, the ANF was unavailable until 22 July 2016. The parties are continuing
to negotiate. The Department of Health and the Australian Medical Association
have had fortnightly meetings since 18 May 2016. The parties are continuing to
negotiate. The current agreement with the AMA expires on 30 September 2016.
(3) The
agreements are subject to the public sector wages policy statement 2016, which
limits wage increases to 1.5 per cent per annum.
(4) The
conventions for caretaker period are well understood and the government will
comply with them.
