I refer to the Government’s promise to implement Perth’s Bushplan-Bush Forever. (1) How much urban bushland identified under Bushplan-Bush Forever has been cleared in the past 12 months? (2) If the parliamentary secretary is unable to answer (1), why is he unable to provide an answer? (3) If the parliamentary secretary is able to provide an answer to (1), how does this rate of clearing comply with the Government’s obligations under relevant international, national and state agreements and partnerships such as the Natural Heritage Trust partnership agreement, the national strategy for the conservation of Australia’s biological diversity, the national strategy for ecologically sustainable development and the Intergovernmental Agreement on the Environment? (4) Does this clearing comply with the commitment under Labor’s Bushplan that a Labor Government will “immediately move to conserve the regionally significant bushland on Government-owned sites”? (5) Will the minister introduce a memorandum of understanding between all government agencies and statutory authorities to ensure the conservation of Bushplan sites under government control? (6) If yes to (5), when? (7) If no to (5), why not? Hon G.T. GIFFARD

I thank the member for some notice of this question. (1)-(2) Bush Forever has a number of implementation strategies for different land use, zonings and interests.  Reservation and government acquisition is proposed for areas of highest conservation value.  For other land, a series of mechanisms are proposed which include private conservation management initiatives or negotiated outcomes for land with prior zoning commitments.  A number of approvals will have been issued in the past 12 months consistent with Bush Forever objectives, and these will have a limited effect on the overall biodiversity targets established in Bush Forever.  The monitoring of clearing in accordance with these approvals or otherwise is difficult.  The minister has asked the Department for Planning and Infrastructure to investigate the requirements for regular and reliable monitoring in the context of Bush Forever. (3) Bush Forever is consistent with national and international agreements and policy initiatives in the metropolitan context.  It is understood that no other city in Australia can match this. (4) The status of government land in Bush Forever is being considered. (5) The minister advises that a memorandum of understanding will be entered into between the key regulatory agencies and authorities to ensure the appropriate consideration of proposals affecting Bush Forever sites. (6) The minister advised that the memorandum of understanding will be referred to the key regulatory agencies and authorities for their consideration by the end of 2001. (7) Not applicable.
