BLUE BAY MOTEL - HALLS HEAD, MANDURAH
I refer to the Blue Bay Motel redevelopment at Halls Head, Mandurah. (1) Did the Mandurah City Council approve a multistorey tourist-oriented development on the site on 27 July 2005; and, if so, for how long will this approval remain in force? (2) Did the Mandurah City Council approve on 18 July 2006 a second application for a multistorey mixed-use motel/residential redevelopment on this site? (3) Why was a second approval necessary? (4) Will this proposed mixed-use redevelopment require Western Australian Planning Commission approval before it can proceed? (5) Will this application be considered under clause 21 of the Peel region scheme; and, if so, what are the precise criteria that will be used by the Planning Commission to assess this application under that clause? I thank the honourable member for some notice of this question. (1) While this was a local government decision on a development application, the minister is advised that the City of Mandurah did approve the redevelopment of the existing motel site at lot 701 Oversby Street, Halls Head, currently the Blue Bay Motel. The City of Mandurah grant of planning consent shows that the approval is valid until 27 July 2007. (2) While this is a local government decision on a development application, the minister is advised that the City of Mandurah did approve a second application for the site on 18 July 2006. (3) The minister is not aware of the details of the application that was determined on 18 July, but would comment that it is not unusual for multiple development applications to be submitted to a local government for approval. (4)-(5) The application determined by the City of Mandurah on 18 July will also require a decision of the Western Australian Planning Commission under clause 21 of the Peel region scheme if the proposal is within 300 metres of the coast and will exceed five storeys, or more than 21 metres in height. The WAPC has requested that the application be forwarded to it. Development cannot proceed without that approval, if required. In determining a development application, the commission will consider the matters set out in clause 34 of the Peel region scheme as in the opinion of the Western Australian Planning Commission are relevant to the proposed development.
