YOUTH SUICIDE — UNIT 18, CASUARINA PRISON —
RESPONSE TIME
1335. Hon PETER COLLIER to the minister representing the
Minister for Corrective Services:
I
refer the minister to his comments of 17 October 2023 that custodial officers
had responded to the self-harming of a
16-year-old Aboriginal boy in unit 18, Casuarina Prison, in ''a matter
of minutes'', and that their response had been ''exceptional'';
and also to his statement, in part, of 6 November 2023, that he had acted on
the ''available preliminary advice provided to my office''.
(1) Does the
minister stand by his comments of 17 October that the custodial officers had
acted in a matter of minutes and that their response had been exceptional?
(2) If no to (1),
exactly when did the minister receive updated advice that his comments did not
reflect the actual circumstances surrounding the self-harming of the
16-year-old Aboriginal boy?
(3) If no to (1),
why did the minister not provide an immediate correction to his original
comments, mindful that this would not have compromised any ongoing inquiries?

I thank the honourable member for
some notice of the question. The following information has been provided to me
by the Minister for Corrective Services.
(1) In the hours
following Cleveland Dodd's attempted suicide, the minister acted on
available preliminary advice provided to his office. At the time, the minister
acknowledged that the information would be subject to an internal investigation
to establish a more detailed and accurate account of events. The matter is now
subject to an internal investigation, coronial inquest and CCC investigation.
The minister was acknowledging the resuscitation efforts of staff in a confronting
situation.
(2)–(3) Not applicable.
