I refer to the Northbridge curfew strategy. (1) Is informing young people of the Northbridge curfew and its impact on their rights and freedoms part of that strategy? (2) If no to (1), why not? (3) If yes to (1), how are they being informed? (4) Will the Premier provide any documentation of information being provided? Hon KIM CHANCE

(1)-(4) The “Young People in Northbridge Policy” document is widely available, including being accessible through the Premier’s web site at www.premier.wa.gov.au.  The policy’s purpose is to place restrictions on access to the Northbridge precinct by children and young people who are physically or morally vulnerable or engaging in antisocial, offending or health-compromising behaviour.  Under the policy, police have the discretion to take action with children and young people at physical and moral risk, which may include taking them into immediate care.  I am advised that in apprehending children and young people, police officers comply fully with the legislative requirements of the Child Welfare Act and other relevant Acts.
