I refer to the Government’s policy of retiring State-owned coal power stations by 2030 and proposed move towards renewable energy, and I ask: (a) how is the Government fast-tracking tenure approvals to ensure that investment in renewable energy in the Pilbara is possible before 2030; (b) what approvals process streamlining is being undertaken to ensure that renewables projects can be obtained in time to be operational before 2030; and (c) what is the current expected timeframe for completion of each aspect of the transmission corridors in the Pilbara?

(a)
In 2023, amendments to the Land Administration Act 1997 (LAA) and Public Works Act 1902 introduced a new form of land tenure known as a 'diversification lease'. A diversification lease allows large areas of Crown land to be used for multiple purposes, including renewable energy and provides for the co-existence of mining and native title rights and interests.
Key reforms to the Environmental Protection Act 1986 were also introduced in 2024 allowing parallel approvals under the LAA while a project is under environmental assessment.

The Cook Labor Government is supporting the decarbonisation of the Pilbara through the Pilbara Energy Transition Plan (PETP).
State Government is facilitating the PETP through dedicated teams working in partnership with proponents on matters such as land tenure, Traditional Owner engagement and securing concessionary finance from the Clean Energy Finance Corporation.
State Government is working with project proponents to confirm milestones and timeframes for the initial four priority projects under the PETP.
