I refer to sector reform and development being undertaken by the Disability Services Commission, in particular the reform initiative to transition from program funding to individualised funding, and I ask: (a) will the Minister please detail exactly what program funding is being transitioned, including a list of any grants programs that will be delivered via an altered framework; and (b) will all program funds be transitioned, included those currently provided to not-for-profit organisations to provide services in regional areas?

a) Since February 2013 the Commission in partnership with the Disability Services Sector has implemented a procurement reform process which has given people with disability greater choice and control in selecting and purchasing the best mix of services to meet their day-to-day needs and achieve their desired goals.
Program funding, through programs such as Accommodation Support, Intensive Family Support and Alternatives to Employment, has been replaced by the introduction of planned holistic individual funding packages to address people with disability's needs, termed "individualised funding". This allows individuals to determine and review how their individual funding package will be used to address their needs and goals to produce the outcomes they want to achieve, within what is deemed to be reasonable and necessary.
These reforms are consistent with the principles of individualised funding in the National Disability Insurance Scheme.
There are no grant programs that will be delivered via an altered framework
b) Program parameters have been removed and as people with an individual funding package have their individual plan developed or reviewed, a holistic approach is taken to the funding rather than, as previously, a programmatic approach. This provides greater flexibility to address someone's needs, without the confines of program parameters.
