GREENHOUSE STRATEGY, FORMULATION AND IMPLEMENTATION

On 29 August 2001 the Premier announced the Government’s plans for a landmark greenhouse strategy for Western Australia, and that this greenhouse strategy would be developed by December last year. (1) Has the strategy been developed? (2) If not, what stage of the development is it at? (3) When will it be completed? Hon KIM CHANCE

I thank the member for some notice of this question. (1) No. A great deal of work needs to be done, and the Premier would like to thank members of the community and leading experts who have had input into the strategy so far. (2) The agreed process for the development of the strategy was an iterative one in which four strategic areas were identified and developed. The areas of carbon sinks and adaptation have been developed and feedback has been received and incorporated. Work in the area of emissions and new industries has highlighted the need for a different approach to the development of these sections - Hon Christine Sharp will identify with that - that will focus on developing a broad framework with key projects being used as examples of the strategy in action. (3) A new statement is currently being prepared on the revised approach and its associated time line. The PRESIDENT: During question time we got through 17 multi-part questions, which is reasonable. Not everyone managed to ask a question, but we will take account of that and try to improve next time. Point of Order Hon DERRICK TOMLINSON: I find the tabulation interesting. Mr President, did you tabulate the number of multi-part answers? The PRESIDENT: There is no point of order.
