(2/3) Most of the persons who made submissions were neither categorically in favour or categorically opposed to the Plan. The submissions contained a range of comments on various issues and so it is not possible to determine the total number of persons who were categorically in favour or opposed to the Plan. (4) Key changes to the Plan in response to the submissions received include: · a reduction in the proposed population from 56,900 to 41,900 in 2026; and · a reduction in the number of proposed townsites from six to three.
