(a) Whilst appropriate contingencies are built into every infrastructure project in accordance with Treasury guidelines and costing frameworks the project is not complete and the total cost has not been finalised to determine if an underspend will occur or how much it will be.
(b) This is indeterminable given the current delivery phase of the project and the fact that the total cost has not been finalised.
