I thank the member for the question. Scarborough Beach has
long been recognised as one of the state's, and indeed one of Australia's,
outstanding beaches. It has also been recognised for 30 to 40 years that the
precinct is in need of redevelopment, and that it is currently substandard and
its potential in relation to public amenity, vitality and community safety is a
long way from being maximised. The government made a decision in January this
year to allocate $30 million, together with investment from the private sector
and local government, to assist in the upgrade of the precinct. I expect the
City of Stirling will be able to continue to contribute to this project
whatever its boundaries may be because the City of Stirling will continue to be
a very substantial local government authority. We expect that at least $210 million
will be spent in the area to provide improvements in the precinct over the next
few years. Some of those improvements will include new pedestrian promenades
along the beachfront and cycling paths. There will also be improved
landscaping, children's playgrounds, public art, fitness equipment,
barbecues, seating and shade along the beach, and improvements to access and
car parking. On Monday last week, I was pleased, along with the Premier and the
member for Scarborough, to be at the event at which the project was commenced
and a document of intent signed by the Premier and the Mayor of the City of
Stirling, David Boothman. That marked the commencement of the project, and the
Metropolitan Redevelopment Authority has now established an office in the area
that will provide information to people and to which people can provide
comments about what they would like to see in the improvements being provided
in the area.
The master plan process has now been completed, and there
will be a master plan done by the Metropolitan Redevelopment Authority in
consultation with the City of Stirling. There will then be a more detailed
planning scheme put in place under the MRA. This week in Parliament we will
table the defined boundary of the area allocated to the Metropolitan
Redevelopment Authority, which is approximately 1.6 kilometres along the
beachfront area and extends up to 800 metres east from the coastline along
Scarborough Beach Road to Hinderwell Street. We have also appointed the land
redevelopment committee under the Metropolitan Redevelopment Authority board to
oversee in more detail the development and the approvals that will be put in
place. The overwhelming reaction to this project from local government, the
local community and obviously the member for Scarborough has been very positive—as
it has been, importantly, from the business community in the Scarborough
precinct, because this project will lead to a substantial improvement in the
amenity of the area, maximising the potential for local residents, other
Western Australians and visitors to our state to enjoy the precinct. This
redevelopment will ensure that Scarborough Beach can be properly presented and
taken advantage of.
