representing the Minister for Child Protection:
(1) Can the
minister please table the government's 2016–17 funding
allocation to the service providers delivering homelessness initiatives as
described in part 2 of the ''Western Australian Project Plan—National
Partnership Agreement on Homelessness: Schedule A''?
(2) If no to (1), why not?
(3) Does the
minister agree that for the community sector to effectively partner with the
government in designing a system that meets the needs of the state's
most vulnerable residents, it must have access to transparent data?

of this question.
(1) Western Australia's
overall allocation of funding under the 2015–17 National Partnership
Agreement on Homelessness, including funding directed to the priority output
areas of family and domestic violence services and children and youth services,
can be accessed on the Council on Federal Financial Relations website. Project
plans for all states and territories are located on this website. I table a copy
of Western Australia's published project plan for the 2015–17
National Partnership Agreement on Homelessness. Allocation of funding is not
broken down by program or service level.

(2) Not applicable.
(3) The published
versions of the National Partnership Agreement on Homelessness project plans do
not include commercially sensitive information, such as individual contract
values. The Department for Child Protection and Family Support is currently
undertaking an extensive consultation process with community sector
stakeholders to review current specialist homelessness services and identify
what changes are required to enable improved outcomes for individuals and
families experiencing or at risk of homelessness in Western Australia.
This consultation process has
included three homelessness forums in the metropolitan area and six in regional
locations. These forums have enabled the sharing of information regarding policy
and funding arrangements, data and detail on services currently being delivered
under the National Partnership Agreement on Homelessness. Individual contract
values have not been disclosed due to commercial confidentiality. The community
sector is very understanding of this approach and the reasons for it. These
forums are part of a broader planning process that will include collaborative
co-design for future service models.
