realisation that the Roe Highway stage 8 and 9 is necessary for Perth's
future and why can the minister not come to that understanding?

I want to use this opportunity.
The
other day we spoke about the work that the member had done when he was the then
Minister for Transport, and his vision for moving the port down to Kwinana.
Today, I found another fabulous document, ''Vision for the Port of
Fremantle'', by the said Hon
Simon O'Brien , which refers
to the need for a new facility to be built in the outer harbour by 2017. It is
a very enlightened document, which I certainly urge members to read. What has
become quite clear from the very, very detailed analysis work done by the
Westport Taskforce is that Roe Highway stages 8 and 9 simply would not solve
the problem. It looked at what sort of upgrades we would need to be done to
Leach Highway to replicate the activity on Roe 8 and 9, and they came to the
conclusion that that simply was not economically feasible.
