At the time Dr Gallop declined to sign the initiative, he made the observation that the whole initiative at that stage was focused on the Murray-Darling basin; there was nothing in it for Western Australia. That was the circumstance that applied then. There was nothing in it for Western Australia. The commonwealth has now made its position clear on the initiatives that we have subsequently decided to undertake. We were establishing our own priorities at the time - Mr T.R. Buswell interjected.
