I thank the member for East Perth—for Perth!—for
her question. I was thinking about football and the stadium. I was very pleased
recently to be with the Premier when he announced the design and contract for
the new Perth Stadium. I think there is general agreement that it is an
absolutely outstanding design. It certainly validates the decision to place the
stadium on the Burswood site, particularly given the broader precinct
development, which I think will be outstanding. This will be a stadium in the
park. There will be three distinct spaces in that precinct; each one will
provide a different range of facilities, playgrounds, picnic areas and
amphitheatres. It will also acknowledge our Indigenous people, and I think that
is very important. The stadium will look magnificent. Its design is based on
exhaustive planning and work and a fans-first philosophy.
Briefly, it will be a five-tier stadium with a striking
facade that will reflect the state's unique geology; it will have
state-of-the-art LED lighting that will colour the stadium by night, and two
giant screens, which will be among the largest in the country. They will be
twice the size of the outstanding screens at nib Stadium. There will be 70 food
and beverage outlets across the stadium and sports precinct; 1 000 TV screens
around the stadium interior; and 1 529 toilets, which is really important.
Player facilities will be state of the art with flexible warm-up and advanced
recovery areas. The latest in technology will be provided through 4G and wi-fi
across the stadium and the precinct. The experience for general admission
patrons will be unrivalled anywhere else in Australia. I was buoyed because
when I looked at the excellent stadium in Adelaide recently it made me realise
how good our stadium will be.
The capital cost of the stadium will be $40.4 million under
the previously announced budget of $902.4 million. Sixty per cent of the
capital cost will be paid up-front by the state. The total value of the state's
contract with Westadium in today's dollars is $1.13 billion. This
includes the capital cost and the annual service payments over 25 years. People
do not understand that any capital project requires ongoing maintenance and
refurbishing requirements funded by the state. This project is a good deal.
These costs will be spread over 25 years of the state's contract with
Westadium. Remember, these service payments will be offset in part by revenue
generated by the stadium.
From here, the movement and activity
will return to the site. They are getting mobilised to start construction
before the end of the year. As we have always said, the stadium will be ready
for the 2018 Australian Football League season. I want to give a special thank
you to the steering committee and the project team and everyone else involved.
Much hard work has been done and many hours have been spent by a dedicated team
over a long period to get us to this stage. When we travelled and looked at
stadiums around the world and I have just been again —
