Safe at Home program
417. Hon Michelle Boylan to the minister representing the Minister for Prevention of
Family and Domestic Violence:
I refer to the
Treasurer's announcement of the 2025–26 state budget of $11 million for
the expansion of the Safe at Home program, including the establishment of three
new service sites and the expansion of four existing outreach services.
(1) How will this funding support women who remain
safely in their homes, and what will the extra services include at both the new
and existing sites?
(2) Where will the three new service sites be
located and which four existing sites are being expanded?
(3) Will any of this investment support sexual
assault response services or formal partnerships with existing sexual violence
providers?

The question was
redirected to the Minister for Prevention of Family and Domestic Violence, and
that minister has provided the following response on advice from the Department
of Communities.
(1) The Safe at Home program expansion is an $11.5
million investment. The program supports women experiencing family and domestic
violence, with or without accompanying children, to stay in their home or a home
of their choice when it is safe and appropriate to do so. The program provides in-home
support, safety plans, security audits and security upgrades. In supporting
victim-survivors to stay at home, the program provides an important alternative
to crisis accommodation and assists them with healing or recovery.
(2) In four of the
seven Safe at Home program locations, the commitment will be delivered by scaling
up four existing domestic violence outreach services to operate a Safe at Home
program. These locations are Geraldton, Mandurah, Albany and Karratha. The
other Safe at Home locations are Broome, Jarrahdale Serpentine/Byford and
Yanchep.
(3) Sexual violence may occur in the context of family
and domestic violence. In these circumstances, it is expected that family and
domestic violence services have appropriate partnerships in place to work closely
with specialist sexual violence services to effectively support victim-survivors.
