(1)-(2) The Department of Justice advises that in the routine management of offenders in custody it is not unusual for prisoners to make general threats against staff while being restrained or removed from standard accommodation in response to other matters. Many of these threats are of a non-specific nature and are made against staff generally. All threats made by prisoners against prison officers are referred to security staff at the prison site and investigated immediately and fully.
