Local government—Pet number limits
847. Hon Amanda Dorn to
the minister representing the Minister for Local
Government:
I refer the minister
to breaches of the Dog Act 1976 and the Cat Act 2011 for exceeding pet number limits.
(1) Is the intent of the legislation to penalise
individuals who temporarily provide a home to abandoned or rescued animals that
are awaiting rehoming?
(2) Does the department recognise foster carers as
performing an essential animal welfare role that supports local governments and
the community? If not, why not?
(3) Will the minister take steps to provide
clearer exemptions to ensure that compliance with pet number limits does not
hinder legitimate animal welfare activities? If not, why not?

I thank the
honourable member for some notice of the question. The following response has
been provided by the Minister for Local Government.
The Department of
Local Government, Industry Regulation and Safety advises:
(1) No.
(2) Yes.
(3) Local governments are responsible for setting
pet number limits through their local laws. Subject to a local government's
local laws, an animal welfare organisation can apply to their local government
to keep additional cats or dogs.
