(1) Does the Minister concede that the Pathways Forward: Strategic Plan 2003-2008 to grow Western Australian tourism faster than the national average, specifically, a 10 per cent higher growth rate in visitor expenditure than the national average, has failed? If not, why not?
(2) Does the Minister concede that since Pathways Forward: Strategic Plan 2003-2008 was announced in September 2003 that Western Australia's visitor expenditure has decreased compared to the national average? If not, why not?

If we were to apply the rule of 10% faster growth than the national average, Western Australia's target would have been a decrease of -0.5%. Western Australia's visitor expenditure growth has well exceeded that mark.
