I refer to the rezoning of Lot 211 Wandoo Street, Mount Nasura, formerly Reserve 29937, and I ask:
(a) were the Wandoo trees on the block and the large tree on the verge assessed for environmental or heritage value prior to approval of the rezoning, and if so what was the outcome of that assessment;
(b) what public consultation was undertaken prior to the rezoning decision; and
(i) how many public submissions were received during that consultation; and
(ii) how many were opposed to rezoning the land in question; and
(c) is the Minister willing to consider reversing the decision to rezone the land in question; and
(i) if not, why not?

(a) The City of Armadale advises that the grove of Wandoo trees located on the site does not form part of a functioning natural bushland. Council recognises that the trees are of some value to the native birds, reptiles and insects for habitat. However, it was considered that the vegetation was generally in a degraded state and was unlikely to ever be managed by the City as a natural area. None of the trees is listed on the City's significant tree register. However, it is noted that the tree located on the verge in front of Reserve 29937 is considered by Council to be of preservation value, and as such, Council served a notice to the owner of the land (Minister for Lands) under Clause 11.8 of Town Planning Scheme No. 4 requiring preservation of the tree.
(b) In addition to on-site signage and newspaper advertising, the City of Armadale wrote to all landowners within 100 metres of the reserve.
(i) Seven submissions were received by Council.
(ii) All seven submissions opposed the proposal.
(c) I have no authority under current legislation to reverse the decision made by the former Minister for Planning and Infrastructure, or to require Council to rezone the land.
