I refer the minister to the Wesbeam Pty Ltd agreement. (1) Has Wesbeam sought and obtained 120 000 cubic metres of pine timber that was to be made available during the initial period as per the Government’s explanation of the agreement? (2) Will Wesbeam require 160 000 cubic metres for the 2004-05 year, as outlined in the agreement? (3) If not, what volume has Wesbeam requested for the coming year, and will the minister explain any difference from the initial agreement schedule? (4) If Wesbeam has not sought the initial 120 000 cubic metres and does not require the full allocation for the coming year, will the Government allow other parties to purchase that volume of timber; and, if not, why not? Hon KIM CHANCE

I thank the honourable Leader of the Opposition for some notice of the question. I advise that the answer has just this moment been handed to me. Hon Norman Moore: Take a moment to read it. Hon KIM CHANCE: No, I am sure the answer is fine, and I think I understand what the honourable Leader of the Opposition is trying to achieve. I will give this answer, and I recommend that perhaps the Leader of the Opposition consider asking the question that I received yesterday, which also puts it in context. That might be helpful. Alternatively, I can just hand it to the Leader of the Opposition, if he wishes. Hon Norman Moore: Yes, because I withdrew that question. Hon KIM CHANCE: Okay. If any other aspect is not covered by this answer, we are more than happy to provide a more detailed answer. (1) Wesbeam has sought and obtained only a small part of the timber during the initial period. (2)-(3) No. Wesbeam has indicated that it will require 80 000 cubic metres in 2004-05. The initial agreement schedule was 600 000 cubic metres over five years, and Wesbeam has indicated that the requirement for that total volume remains. (4) As indicated above, Wesbeam has advised that it requires its whole allocation of 600 000 cubic metres over five years. A decision on the remainder of the initial 120 000 cubic metres will be made in due course in the context of the overall harvesting strategy for the Gnangara plantations.
