(a) Yes. Because there are two different types of owners of the land involved, the recommendation was in two parts:
(i) A decision in relation to advertising the call for submissions about the registration of the State Government owned land within the precinct
(ii) A decision in relation to the entry in the Register of Heritage Places to all other privately owned lots within the William and Wellington Street precinct.
