Electronic monitoring—Areas unsuitable
1277. Hon Michelle Boylan to the minister representing
the Minister for Prevention of Family and Domestic Violence:
I refer to the
minister's answer to question on notice 826 and to the statement in Parliament
on 21 October 2025 that "there's no place in Western Australia where
electronic monitoring cannot be done".

Is that statement not contradictory to the minister's answer that there are
regional locations where GPS monitoring it not reliable?
(2)
Given that there are locations where GPS monitoring is not reliable, how could
releasing that information compromise victim safety when GPS would not be used
given the known issues?
(3)
Are there any locations where the department is aware of issues with GPS
monitoring and there are offenders or accused offenders where GPS monitoring is
currently a condition?
(4)
Since the minister disagrees with the courts that there are no issues with GPS
monitoring in Bunbury and Katanning, what steps has the department taken to
correct the opinion of the courts?

been provided by the Minister for Prevention of Family and Domestic Violence.

The answer to question on notice 826 and the statement to which the member
referred were given by a different minister. However, electronic monitoring is
available across the state, including in Bunbury and Katanning. Our government
strengthened the law to mandate the monitoring of serial family and domestic
violence offenders, and we continue to resource tools like electronic monitoring
so that judicial officers can use them, and we expect that they do.
