LOTTERYWEST GRANTS
1428. Hon NICK GOIRAN to the Leader of the House representing
the Premier:
I refer to the good practice
requirements that Lotterywest now applies to all grant requests received from 1
January 2024 and to Lotterywest's claim that it supports organisations
who are contributing to making WA a great place to live.
(1) Who authorised these new Good
practice requirements ?
(2) How do they differ from previous
requirements for the provision of grants?
(3) How many applications for grants
have been rejected since these new requirements were introduced?
(4) Is the
Premier aware that Lotterywest recently cited these requirements when it
rejected a grant for a program that provides basic groceries relief and formula
to pregnant women and new mothers?
(5) Is the
Premier aware that since 2009, annual grants have been approved for this
program by Lotterywest and as such this program has been assisting many
vulnerable women who are struggling financially?

(2) The previous Good practice guide provided
suggested measures for grant applicants to adopt good practices in the delivery of their grant. The new Good
practice requirements make a range of measures a requirement when
relevant to the initiative or project.
(3) S ince 1 July 2023, 24 grant applications have not
been supported by Lotterywest for funding for various reasons.
(4)–(5) The
application referred to by the member was not supported on the basis that it
did not align with the applicable grant guidelines. Lotterywest has offered to
work with the organisation to assist with referral pathways to alternative and
existing providers for its clients.�
