The Rottnest Island Authority (RIA) stated in its Mt Herschel Development document that with the exception of a slight increase in power generation (5%), existing water and sewage treatment capability was sufficient to cater for the new development. Yet, the report goes on to list eight items that in fact are significant and costly.
Can the Minister please advise -
(1) Has the RIA in fact investigated whether the existing electrical network is capable of transmitting the increased load to Mt Herschel?
(a) If so, what was the outcome of such investigations?
(2) Has the installation of a separate high voltage feeder from the power station to the Mount Herschel site and the upgrading of the settlement feeder as recommended by Norman Disney and Young been investigated and costed?
(a) If so, what is the cost of these works?
(3) Will this cost be born by the developer or by the RIA?
(a) When will this work be done?
(4) What action has been taken to redesign the power station to meet the future demands or undertake an investigation into supplying the island with mainland power?
(a) If so, how much will this cost and who will pay?
(5) What steps has the RIA taken to redevelop the electrical high voltage network particularly within the settlement areas?
(a) if so, who will bear the cost for any such redevelopment; and
(b) if the RIA is to bear this cost, what is the current estimate both initially and recurrently?
(6) Who will pay for either the installation of a new sewerage pumping station for the Mt Herschel development or the upgrading of the existing Geordie Ban and Longreach pumping station to incorporate the outflow from both the hotel and existing facilities?
(a) If it is the RIA, how much will this cost?
(7) Who will pay for the installation of a new dedicated potable water gravity feed to the Mt Herschel development?
(a) How much will this cost?
(8) Is the wind turbine currently meeting the target of saving the RIA 430,000 litres of diesel per year and thereby reducing greenhouse gases by 1,100 tonnes per year?
(a) If not, then how much is the saving?
(9) Does the RIA have a Business Plan that clearly demonstrates any costs associated with provision of utilities and services against the expected income from the lease and landing fees of extra visitors?
(a) If so, where is that Business Plan?
