ROE
HIGHWAY STAGE 8 — FEDERAL FUNDING
915. Mr B.S. WYATT to the
Treasurer:
I refer to the statement by federal minister Jamie Briggs
that, and I quote —
we pay on milestones, so when
parts of the project are delivered the payments get made. If a project's
not delivered then obviously the payments aren't made.
(1) Can the
Treasurer guarantee that federal funding will still be provided for Roe 8 if
the government does not build stage 2 as originally committed to?
(2) Should the
Treasurer now hold off from signing any contracts for this project until the
clearly now needed new negotiations for federal funding have been finalised?

Thank you for the question. It is a very good question. Let me reiterate that
what I understand is that Jamie Briggs says that they will pay on stages of the
project. The first stage —
Mr B.S. Wyatt : As
committed to.
Dr M.D. NAHAN :
That is what the member just said.
Mr B.S. Wyatt :
That's what he said; he has committed to.
Dr M.D. NAHAN :
Okay; I agree with that. That is great. The first stage is Roe 8 and they will—we
have entered into an agreement on a payment for it. We are in the —
Several members interjected.
The SPEAKER :
Member for Willagee, I call you to order for the first time. Member for West
Swan!
Dr M.D. NAHAN : Let
us get this quite clear: we and the federal government are fully committed to
carrying through on Roe 8—first stage. Roe 8 means it is the eighth
stage of Roe . Each stage of Roe Highway to date has been done one at a time.
When the former Labor government started Roe 7, it started planning for Roe 8.
Mr W.J. Johnston :
No, we didn't.
Dr M.D. NAHAN :
Yes, it did. In fact, Alannah MacTiernan committed to building Roe 8 when the
former Labor government was committing to Roe 7.
Several members interjected.
Dr M.D. NAHAN :
Yes, she did. We are now on to Roe 8, and there are a whole range of the issues
to do it. We have addressed every issue—real, exaggerated or fabricated
by people opposite—in Roe 8. We are going to carry that through. Then, while
we are building Roe 8, we will get on with finalising what we do next. That is
the agreement we have: one step at a time. We are committed to building and
improving the road through to the port, both the existing inner harbour and a
future and long distant outer harbour. Roe 8 is essential for both of those.
Mr C.J. Tallentire :
No, it's not.
Dr M.D. NAHAN :
Yes, it is essential for both of those. That is what we are going to get on
doing, and the commonwealth has committed to doing that.
