I refer to Metropolitan Region Scheme Amendment 1216/57, and ask:
(a) can the Minister explain how this amendment is consistent with Directions 2031 which shows the subject area's zoning as remaining rural;
(b) is this amendment consistent with the Gnangara Sustainability Strategy, and if so, how;
(c) is the Minister confident that public consultation on this amendment was adequate given many nearby land owners and residents were not informed directly of this proposal; and
(d) will the Minister undertake to halt this amendment, and re-open public consultation to allow for proper local community input, and if not, why not?

(a) The amendment is consistent with
Directions 2031 and beyond
as it will contribute to the 60 per cent employment self sufficiency target for the north-west sub-region.
The draft
Outer Metropolitan Perth and Peel Sub-Regional Strategy
(the draft Sub-Regional Strategy) forms part of delivering the objectives of
Directions 2031 and beyond
and identifies "priority industrial centres/sites" on the north-west sub-region map. The text of the Sub-Regional Strategy refers to the expansion of the Wangara Industrial Area and the identification of the site in the draft
Industrial Land Strategy

(b) The
East Wanneroo Structure Plan
(the Structure Plan)identifies the industrialisation of the area north of Ocean Reef Road and incorporates the draft Gnangara Sustainability Strategy Land Use Plan (the Gnangara Land Use Plan). The amendment is consistent with the Land Use Plan as the site is not included in a public drinking water source area - P1 to P3 protection area.
(c) Yes. I am satisfied that consultation arrangements were undertaken in accordance with the requirements of the
Planning and Development Act 2005
.  I have taken into consideration all submissions received on the amendment and associated correspondence.
(d) I approved the amendment on 15 March 2012, with no modifications. Therefore, the MRS amendment process for this site has concluded.
