I refer to the recent applications made by the Shire of Harvey to deregulate retail trading hours in Australind and by the Shire of Busselton to deregulate shopping hours in the town, and ask - (1) Does the Government have a policy on retail trading hours in regional Western Australia; and, if yes, will the Leader of the House representing the Minister for Fair Trading table that policy? (2) Has the Government agreed or does the Government intend to agree to retail trading hours being deregulated in Australind and Busselton? (3) If not, why not? Since 1994 non-metropolitan local government authorities have been empowered, subject to appropriate consultation and approval, to extend general retail trading hours beyond those stipulated in the Retail Trading Hours Act 1987. This policy does not affect businesses located north of the twenty-sixth parallel, which may trade any hours. I will table a copy of the ministry’s submission form at the end of this answer.
