I refer to the number of pay discrepancies experienced by doctors under the Health Corporate Network (HCN), and I ask:
(a) how many complaints in total has the HCN received relating to errors in doctors' pay and allowances;
(b) how many complaints relate to doctors being underpaid;
(c) how many complaints relate to doctors being overpaid;
(d) what is the average timeframe taken by the HCN to respond to discrepancies in doctors' pay;
(e) given that I am aware of at least one doctor who has been underpaid $35,000 in one calendar year which took several months to resolve, what is the largest amount that a doctor has been underpaid since 2008, in any calendar year;
(f) what percentage of doctors' payslips are incorrect;
(g) what system does the HCN use to pay doctors; and
(h) will the HCN be replacing this pay system, given the large number of errors and, if so, when will it be replaced with a new system?

As at 12 June 2012.
(a) 54 formal complaints since 2007.
(b) 54.
(c) Nil.
(d) 2 days upon receipt of the initial complaint with final resolution taking 16 days on average.
(e) In 2010, $50,692.
(f) HCN produces 2 indicators of the payroll error rate across all employee types, those being in relation to overpayments and underpayments. HCN does not keep separate records for doctors. The sum total of these error rates amounts to an average of 0.8% of payslips produced. Whilst not all errors are captured because of system limitations, it is considered that the sum total of all payroll calculation errors is less than 1% of transactions.
(g) Two payroll systems are in use across WA Health. Approximately 75% of staff are paid via the Lattice payroll system with 25% paid via the replacement HR and payroll system, Alesco.
(h) WA Health is replacing the Lattice system with the Alesco system.
