Given that more than six years have passed since the final guidelines for the redevelopment of the Leighton marshalling yards were endorsed by the Coalition State Cabinet in December 2000, I ask -
(1) When will the Minister approve the Leighton Oceanside Parklands Landscape master plan that closed for public comment on 13 November 2006?
(2) In relation to Metropolitan Region Scheme Amendment No. 1138/41 East Leighton -
(a) why was the proposed amendment released for public comment on 29 December 2006 between Christmas and New Year;
(b) will the Minister ensure that development on the site does not affect current views of the Indian Ocean from Stirling Highway and Buckland Hill Estate; and
(c) will the Minister ensure that heritage assessments are conducted on existing buildings prior to any redevelopment?

(2) (a) On 8 November 2006 I requested that the subject amendment be initiated and commence public advertising before the end of December 2006. The public notification period until April 2007 meant it extended well beyond the Christmas/New Year period. The land in question is a combination of currently reserved private landholdings and surplus government land - all land parcels have existing developments on site. (b) The area being rezoned does not extend into the area identified as being part of the primary view corridor from Stirling Highway in front of the Buckland Hill Estate. The northern boundary of the amendment is aligned with the access road into Buckland Hill Estate. The eventual form and height of development on the site will be determined by the relevant local government town planing scheme requirements for the site. (c) Any development on the site will require the approval of the relevant local government including heritage assessment of existing development on the site.
