PAUL CARR — GPS TRACKING DEVICE
1275. Hon TJORN SIBMA to the minister representing the
Minister for Police:
I refer to news reports regarding
the convicted murderer and rapist Paul Carr removing his GPS tracking device.
(1) When
specifically, in terms of time and date, did Western Australia Police Force
know that Carr had removed his GPS tracking device?
(2) When
specifically, in terms of time and date, did WA Police advise the office of the
Minister for Police of the issue?
(3) When
specifically, in terms of time and date, did WA Police first advise the
community that Carr was on the run; and, how did it do so?
(4) Given that WA
Police have described Carr as a ''recidivist offender with a violent
history'' and stated that ''the
public should be worried and we would strongly encourage people not to approach
him'', what possible explanation is there for any delay between
the removal of his device and the public being informed?

I thank the honourable member for
some notice of the question. The following information has been provided to me
by the Minister for Police.
The Western Australia Police Force
advises —
(1) At 2.46 pm on 11 October 2023.
(2) The advice
was received from the Department of Justice by the office of the minister on 11
October 2023 at 3.18 pm.
(3) At 2.31 pm on 12 October 2023,
by written media release from police media.
(4) These matters
are balanced between risk, investigation strategies, community alarm and
community notification. Significant analysis and investigation was undertaken
immediately. Media releases were developed
with legislation and investigation considerations. A media release was provided
to the WA Police Force's media team on 12 October 2023.
