I refer to a reply from the Minister for Aboriginal Affairs to my question without notice dated 25 June 2013, and his reply dated 18 February 2014 to question on notice No. 611, dated 21 November 2013, in which he recommended that I refer the matter to the Minister for Regional Development, and I ask: (a) has the business case for the Governance and Leadership Development Program now been finalised; (b) if no to (a), why not and when will it be finalised; (c) if yes to (a), when will it be considered by the relevant authorities and the results notified; (d) does the Minister still advise that funds will be available for the program in the 2013-2014 financial year budget; (e) have any tangible discussions occurred on this matter with affected Aboriginal organisations since the Department of Regional Development, together with the Western Australian Aboriginal Advisory Council, took over responsibility for the program from the Department of Aboriginal Affairs: (i) if yes to (e), please provide details; and (ii) if no to (e), why not; and (f) when does the Minister envisage the Governance and Leadership Development Program will commence?

(a) No.
(b) The development of the Governance and Leadership Development  Program (GLDP) Royalties for Regions business case and Cabinet  Submission are being progressed within the newly established Aboriginal  Economic Development and Governance branch of the Department of  Regional Development (DRD) and will be finalised as soon as possible.
(c) Not applicable.
(d) Funds are still available to commence the project in the 2013-2014  financial year.
(e) DRD is continuing consultation with the Western Australian Aboriginal  Advisory Council, which was formed to provide leadership, advice and  direction on Aboriginal issues to government, on the GLDP.
(f)  The GLDP will commence once the Royalties for Regions business case  and Cabinet submission have been approved.
