I refer to the employment of Allan Keith Huggins in the
Department for Communities.
(1) Can the
Minister for Child Protection advise in what capacity Mr Huggins worked in the
department?
(2) Where did
he serve during his time with the department?
(3) Was he in
direct contact with young men; and, if so, has any effort been made by the
minister to assist victims alleging sexual abuse by Mr Huggins during his time
in the department to come forward?
(4) If no to (3),
will the minister follow the lead of the Department of Health and set up a
hotline to assist victims alleging sexual abuse by Mr Huggins in his time in
the then Department for Communities; and, if not, why not?

Mr Huggins was employed as an education officer with the school and work
transition program at Warminda in East Victoria Park.

Mr Huggins was in contact with young men during this employment. A helpline
that victims can contact called ''Speak Up'' was established in August
2013 and is provided by the Department for Child Protection and Family Support.
Through the helpline the department is supporting victims, making referrals to
appropriate support services and assisting victims to contact WA Police if they
wish to do so. The helpline, initially managed by the health department through
the Sexual Assault Referral Centre, was transferred to the Department for Child
Protection and Family Support in August 2013 soon after its commencement.
