I thank the member for the question. As I have not given any of these organisations the terms of reference, I cannot say which support them and which do not. However, in the past I have flagged the concept of a review with most of those organisations, and a few others. I have not talked about the terms of reference specifically; however, I have referred to a review in general. The answer is as follows - (a) The WA Turf Club does not support an independent review but supports a review being done by the Turf Club itself. That is not supported by too many other people in the galloping side of the industry. (b) The WA Trotting Association also does not support an independent review but supports a review being done by itself. Again, that is not enthusiastically welcomed by other parts of the trotting industry. (c) I have not discussed the matter with the WA Country Trotting Association. (d) The WA Country Racing Association is supportive of a review. (e)-(f) I have not discussed the matter with the Fremantle Trotting Club or the Harness Racing Industry Council. (g) The WA Provincial Thoroughbred Racing Association is very supportive. (h) The WA Greyhound Racing Association, being a statutory authority, has taken the view that it should not be telling the minister what he should or should not be doing in his portfolio; therefore, it has said nothing on the matter. The review I announced today is an important endeavour to solve many of the problems faced by the racing, trotting and greyhound industries in Western Australia. A number of issues need to be resolved. A major review was conducted about 10 years ago. Some of the recommendations of that review were not implemented as many people thought they should have been, particularly in respect of governance of the industry. I have therefore taken the view that there is enough concern in the industry for the Government to step in and to conduct an independent review, and I will announce the reviewers next week when I have finalised their appointments. I hope that the organisations that expressed concern about this matter, namely the Turf Club and the Trotting Association, will recognise ultimately that an independent review is in the best interests of their industries rather than their simply conducting an in-house review, which will not be acceptable to groups like the WA Thoroughbred Racing Industry Council, which has been left out of this review. WATRIC is a combination of bookmakers, trainers and owners and so on in the racing industry that is very supportive of the Government. I suspect that ultimately most groups within the industry will come on side and believe that this a very positive move.

Hon N.F. MOORE replied: I thank the member for the question.
