minister representing the Minister for Environment:
I refer to the minister's answer on 1 April 2014 to
question on notice 858 regarding the Rey Resources Ltd Duchess Paradise coal
project public environmental review.
(1) Could the
minister please point out the section of the PER in which there is a specific
reference to the quantity and nature of diesel emissions from the 100 or so
road trains travelling through Derby every 24 hours; if not, why not; and how
will these diesel emissions be controlled and monitored and by whom?
(2) Has the minister discussed the
proposal with the Minister for Health for his department's input?
(3) If yes to (3), what was the
response?
(4) If no to (3), why not?

(1) Under the
Environmental Protection Act 1986, the Environmental Protection Authority is
responsible for setting the form, content and timing for the assessment and is
to report to the minister on the key environmental factors and whether the
proposal should be implemented and, if so, recommend conditions. It is not
appropriate for the minister to comment while the EPA is undertaking its
assessment.
(2)–(4)
It is not appropriate for the minister to discuss this matter with the Minister
for Health while the EPA is still conducting its assessment.
