I refer to the 2005-06 Procurement Reform Benefits Realisation Report, and I ask –
(1) What was the total amount paid to Deloitte Touche Tohmatsu to develop the Comprehensive Business case (page 6 of the report)?
(2) In the Minister’s statement of 29 November 2006 (Report on Procurement and Shared Services Reform) the Minister outlined serious problems -
(a) is Deloitte Touche Tohmatsu still advising on Procurement and Shared Services?
(b) if yes, why?
(3) Is there a penalty to Deloitte Touche Tohmatsu for their advice or is Treasury at fault?

(2) (a) Deloitte Touche Tohmatsu has completed its involvement with the procurement reform, however is still engaged to provide advice on the shared services reform; and (b) Deloitte Touche Tohmatsu is able to offer resources with appropriate knowledge and experience. (3) As reported, the procurement reform is broadly on track with its targets and budget. The shared services reform has experienced some time delays and budget adjustments - as can be the case with large and complex projects with a significant information technology development component.
