I refer the minister to the information provided by his colleague, the Minister for Government Enterprises, that the Water Corporation has entered a five-year, $69 million computer technology contract without testing the market with an open, transparent, accountable and competitive tender process. (1) Is the matter of any interest or concern to the minister? (2) In light of the information provided to Parliament last week, has the minister sought any further information regarding the contract and the related decision not to test the market with a competitive tender process? (3) If not, does the minister intend to seek any further information concerning this contract; and, if not, why not? Hon TOM STEPHENS

(1)-(3) My responsibility for goods and services procurement is through the State Supply Commission, which has responsibility for goods and services procurement undertaken by public authorities under the State Supply Commission Act 1991. The information technology contract was not awarded under the State Supply Commission Act 1991; it was awarded under the Water Corporation Act 1995. The Water Corporation is not defined as a public authority under the State Supply Commission Act 1991.
