(1) The State's fines enforcement system has proven to be very effective since its introduction in 1995.
As at the end of December 2007, the Fines Enforcement Registry (FER) had over 3.1 million fines and infringements, registered at a value of over $700 million.
Based on historical data, this represents approximately 25% of an estimated 12.5 million fines and infringements issued by the courts and prosecuting agencies.
Note that 75% of the combined number of fines and infringements are satisfied before the need for registration at FER.
As at December 2007, FER has completed over $500 million of the registered fines and was actively enforcing a further $168 million in outstanding fines.
With the FER system successfully completing 2.4 million, or 79% of those registered for enforcement, coupled with the success rate prior to registration at FER, the overall completion rate of the fines enforcement system is 96%.

Australian fines enforcement benchmarking data carried out by the independent "Hay Group" for the period of 2006-2007 found that Western Australia performed slightly higher than the average in relation to collection performance.
The Hay Group found that the national average percentage of enforcements resolved versus those registered in the 2006/2007 year was 24.51%. The Western Australia average collection rate was 25.74%.
