I refer to the Enterprise Training Management System, and I ask: (a) what is the current status of the system; (b) when did it, or will it, become available for Department of Fire and Emergency Services staff; (c) when did it, or will it, become available for local government volunteers; and (d) how do volunteers without access to the internet or poor internet services complete training programs and refresher programs?

The Department of Fire and Emergency Services (DFES) advises:
(a) The Enterprise Training Management System (eAcademy) is being implemented in stages to ensure system integrations, configuration and data migration is accurate. Stage 1 was activated in December 2015 and provided access to all DFES staff. In January 2016, the Professional Pathways Design and Implementation Project implemented a Virtual Classroom as an integrated functionality to the availability of training State-wide.
Stage 2 was activated on Tuesday, 19 April 2016 and allows all volunteers to check login access, check personal details and access user guides.
Stage 3 is the final stage of implementation which will provide registration access to Pathways and associated courses and training records for volunteers. This is scheduled to occur in early May 2016.
(b) All DFES staff were provided access to the eAcademy in December 2015.
(c) All Bush Fire Brigade volunteers and some local government employees were provided access to the eAcademy from 19 April 2016.
(d) Users are encouraged to engage in pathway training through the eAcademy. Where data services are not available, conventional training processes apply, with support from regional, brigade, group or unit resources. The eAcademy has an optional module to provide an off line capability. The requirements will be evaluated post full implementation of the eAcademy.
