However I think it is important to note that the Rangelands NRM Coordinating Group is an autonomous, incorporated organisation and responsible for recording, storing and distributing information about its day-to-day operations. Therefore it is independent from Government and consequently not appropriate for me to speak on behalf of the Group on matters specifically pertaining to its business. (1) The Group's AGM was held on 15 June 2004. (2) I suggest the member seek this information from the Group directly. (3) As per response to question (2). (4) As per response to question (2). (5) As per response to question (2). (6) As per response to question (2). I refer the member to the Group to seek a copy of the minutes of the AGM. (7) This is a matter for the member to discuss with the Rangelands NRM Coordinating Group. I am not privy to decisions that the Group has made following its AGM. (8) Yes (9) The Rangelands NRM Coordinating Group has submitted a regional strategy for accreditation in accordance with the criteria outlined in the NHT Bilateral Agreement. In support of this it is also finalising an investment plan for approval by Australian and State Government ministers. The Group is committed to seeing funds from NHT (and the NAP for the Ord) flow to the Region. It should be noted that there have been some significant challenges in conducting regional NRM planning in a Region almost one third the size of the country with a small, sparsely distributed population. It is my understanding the Group is committed to on-going community consultation and review of the Strategy, which is highly consistent with the adaptive management principles on which the regional NRM model is based. (10) Information provided to me from the Department of Agriculture indicates that during the formal community consultation period, "Road Shows" were conducted at 28 locations throughout the Region from 26 April to 2 May. (see table below). During the "Road Shows", 540 hard copies and 100 digital (CD) copies of the Strategy were distributed. In total 1,000 copies of the Strategy were distributed to key stakeholders throughout the Region during the public consultation period. It is also important to note that prior to the formal public consultation period, numerous workshops, meetings and public forums were held throughout the Region in developing the Strategy. A full outline of the all community consultation processes used in developing the Strategy can be found in Appendices to the Strategy. (11) My advice is that a major public launch of the draft strategy was held at Kalgoorlie, announcing it to open for public comment. The launch was covered by regional community newspapers and on radio. Advertisements and media releases were submitted to all media outlets below about the public consultation period: · Goldfields-Nullarbor :: Golden Mail, Kalgoorlie Miner, Radiowest, ABC Kalgoorlie · Gascoyne-Murchison : Northern Guardian, Mid West Times, Geraldton Guardian, 6LN · Pilbara : Pilbara News: North West Telegraph, Wickham Observer, ABC Karratha · Kimberley : Kimberley Echo, KWR, ABC Kimberley, Broome Advertiser · General : Countryman, Farm Weekly, ABC Countryhour, Ag Memo, Pastoral Lines Radio advertising was run in each of the sub-regions with several strategist and facilitators doing follow-up interviews. The Chair of the Group did several radio interviews with ABC Northwest and Mid West during the public consultation period. (12) 135 in total (13) Yes (14) This is something that could be confirmed by the Rangelands NRM Coordinating Group however I am informed that during the Road Show period the communities of Wakathuni (outside Tom Price) and Innawonga (outside Paraburdoo) were visited and copies of the draft Strategy distributed. Additionally, NRM facilitators met with the Gumula Aboriginal Corporation at Tom Price. My information is that, where possible, all Aboriginal Corporations received copies of the Strategy and were notified of upcoming public meetings. In addition, facilitators from the Pilbara contacted the Department of Indigenous Affairs and Indigenous Land Corporation regarding review of the Strategy. (15) It is my understanding that as far as possible most of the targets in the Strategy apply throughout the Region. Management action targets were developed at the sub-regional level however, there was considerable overlap and similarity of targets set in the sub-regions. The Rangelands NRM Co-ordinating Group analysed the targets and, where sufficient similarity existed between sub-regional targets, expressed them as whole-of-Rangelands targets. Where a target addresses a specific issue or geographic area in a sub-region, it is expressed to reflect that. I would direct the member to the Rangelands NRM Strategy to determine targets that relate to a particular sub-region. (11) My advice is that a major public launch of the draft strategy was held at Kalgoorlie, announcing it to open for public comment. The launch was covered by regional community newspapers and on radio. The Chair of the Group did several radio interviews with ABC Northwest and Mid West during the public consultation period.
