QuestionView source ↗
I refer to the report of governance of the City of Joondalup that the minister has commissioned. (1) Has that report been completed? (2) Has the minister or any person in his office seen a copy or a draft copy; and, if so, when? (3) Has it been received by the minister’s office; and, if so, when? (4) Will the minister table the report; and, if not, why not? (5) When will the minister act on the report? Hon TOM STEPHENS
AnswerView source ↗
(1)-(5) I do not have a copy of the question but the answer to the first three parts is no. The governance review process was triggered at my request. However, a governance review process inevitably relies upon the invitation of the council and, despite the fact that I asked for a governance review, the governance review group needed to be invited by the City of Joondalup. Under these circumstances, the governance review report belongs to the city. I wrote to the city and asked for a copy of the report when it becomes available. Such has been the level of functionality at the City of Joondalup, I have not had an acknowledgment of my letter or a reply. I have asked to have the opportunity to be briefed by the people involved in the review - these distinguished practitioners in Mr Ian Mickel, former president of the Western Australian Local Government Association, Mr Cliff Frewing from the Local Government Managers Association and Mr Stephen Cole from my department. I expect to have the opportunity of speaking to them fairly soon.
