These regulations amend the Local Government (Administration) Regulations 1996 to allow council and committee members to attend meetings electronically and to hold meetings entirely by electronic means during a declared public health emergency or state of emergency. It also modifies certain requirements of the Local Government Act 1995 to accommodate electronic meetings.
Local councils and their members are affected by the changes, allowing for greater flexibility in meeting attendance and conduct during emergencies. The public is also affected, as electronic meetings must still be accessible, and time must be allocated for public questions.
